You are right to question SANDAG's hopeless plan. The problem, however, isn't people's preferences, it is reality. People in San Diego (or Portland, Phoenix or Paris) use their cars predominantly because no reasonably convenient transit service is available for most trips. Worse, no such transit system has ever been proposed, because it would bankrupt even a relatively wealthy community like San Diego.
